Proof of residency for a Hamptons beach permit
Most offices test the address on your vehicle registration, not your lease. Southampton Town refuses leases and insurance cards outright, Westhampton Beach accepts one winter utility bill, and East Hampton Village asks a tenant for a lease plus three proofs.
The documents differ by office, and the wrong set costs a trip. Start with the registration. A New York registration showing a local address is the single document every system understands. Renters should also read the renter guides.
What each office asks for
| Office | Owners | Year-round renters | Not accepted |
|---|---|---|---|
| Town of Southampton | Registration with Town address, or registration plus current Town tax bill in the same name; LLC or trust needs 30% ownership share or more | Registration with Town address; PO Box registration plus two proofs (utility bills, license, voter card, W-2 or tax return) | Leases, insurance cards, utility bills for owners |
| Village of Southampton | Registration in the taxpayer’s name only | Registration in renter’s name; three utility bills dated spring 2025, winter 2025/26, spring 2026 | Registration in another person’s name |
| Town of East Hampton | NY registration with Town address, or validated tax receipt plus registration in the owner’s name | NY registration with Town address | Windshield registration stickers; online forms need the full registration |
| Village of East Hampton | Registration; LLC, corporation or trust filing papers | Year-round lease plus three proofs (voter registration, license, registration, one utility bill, W-2 or tax return) at the rental address | Anything not at the rental address |
| Village of Westhampton Beach | License and registration with a Village address; new owners: tax bill, deed under 6 months or closing papers | One winter utility bill, license and registration | Leases |
| Village of Quogue | Registration matching the applicant’s name; owner authorization for household members | Owner’s name and Quogue address on the form; approved rental application on file | Unmatched names |
| Town of Shelter Island | Residency proof at the Town Clerk | Ask the Town Clerk |
Documents in plain terms
- Registration: the complete New York registration, not the windshield sticker. East Hampton Town rejects stickers alone.
- Utility bills: Southampton Town takes cable or electric only for its three-bill proof. The Village of Southampton asks for three bills across a year.
- Tax bill: a current Town tax bill with the same name as the registration. New owners in Westhampton Beach can use a deed under six months old or closing papers.
- LLC or trust: bring the filings. Southampton Town wants a 30 percent ownership share. East Hampton Village wants filing papers.
- Lease: the weakest document. Southampton Town and Westhampton Beach refuse it outright. East Hampton Village requires one for tenants but only together with three other proofs.
Practical tips
- Names must match. The registration, bill and application should all show the same name.
- Check the dates. The Village of Southampton wants bills from three specific periods.
- Do not rely on a summer lease. Both Southampton offices and East Hampton Town ask for registration or year-round evidence.
Each office keeps its own version of the rules, and they change with a new season. Confirm on the office’s page before you travel to apply.
